That's because the adhesin connection between them is in the way. It prevents them from fusing directly. Instead they would tilt into each other (in your substrate's case up or down) past the connection to fuse. This, however, is prevented by the other cells they're attached to.
If you remove the connected Photocytes you will see how they fuse.

By the way, it sounds weird for me that Gametes with higher cytoskeleton are easier to fuse.
