It turned out that installing a third party file explorer (ES Explorer) fixed the problem (and gave me a better file explorer than the one Samsung bundled with the phone).

Android 7.0 @ LG Nexus 5X user reporting in.
Here's my story. Upon retrieving a .genome file from my friend, whom I requested help with a challenge from, and tapping it in the browser, Cell Lab opened but did not load the genome. The applucation only showed the challenge list. This implies two conclusions: 1) .genome files are properly associated with Cell Lab and 2) Cell Lab fails to properly load them.
Guess what? I rooted my device only to get to the app's data directory: /data/data/com.saterskog.cell_lab/files. And I put the genome there. Using FX File Explorer I made sure it had permissions 660 and app_96 (cell lab's id in my system) owner and group, just like any other file in that dir. Next I tried to load it from the genome editor... And what I got was a red error message: IO Exception. Meh. I did discover all the cell types used in that genome.
I did the same thing with the Oscillation Visualizer substrate. Cell Lab showed an "Error reading substrate" next to it.
But I did not stop there. I installed busybox and had overwritten contents of one of my own substrates with the Visualizer's using "cat" utility. And bingo! The overwritten substrate loaded and worked correctly EVEN THOUGH I had not discovered some of the cells. Funny enough, when I tried to load it to the genetic editor, it replaced unkown cells.

I tried the thing about resting app preferences on my Nexus 9. Still doesn't work. When I try to open the file, it just tells me "Can't open file".

Using a file manager app like ES Explorer is the only thing that works for me right now.

i always used ES so i never had a problem with opening .genome and .substrate files. (so far i haven't found a better file explorer)

I found a solution! It turns out, Google Drive loves to get rid of the .genome and .substrate tags. I download it on my computer, add the tag, then email it to myself. I then download it from my email onto my Nexus 9. This should work every time.

Drive is a different issue than what I have. Dropbox keeps the .genome and .substrate file extension and I have the problem with Dropbox. Files won't even open when I have them on my phone with the appropriate extension. They open only if I look up the file using a file manager.

One person on youtube seemed to have this problem and fixed by reseting the phone to factory settings, then restoring the apps, files, etc.
