I think it's actually not so difficult. Look at this simple substrate:

It consists of Photocytes as prey and Devorocytes as predators. The first 2 rulea are definitely given and easy to observe
The third rule is harder to check on because we cannot simply remove cells from a substrate.

Here's one with two smart-organisms. The food is not infinite though, but I have been trying to get one to function with limitless food.

I was thinking about a substrate with smart organisms but thought the simple ones better demonstrate the rules. Now Panda has options to pick from
